According to the announcement, the sanctions aim to disrupt what US officials describe as Iran’s “shadow fleet” — a network of ships, managers, and traders that covertly move Iranian crude oil, petroleum products, and petrochemicals to international buyers despite existing restrictions. The Department of State said these activities represent Tehran’s primary source of income and enable destabilizing behavior across the region.

As part of the action, the State Department identified 14 vessels as blocked property for their role in transporting Iranian-origin energy commodities. Officials said the ships are operated by a web of shipping facilitators that rely on deceptive practices such as flag manipulation, ship-to-ship transfers, and periods of “dark activity” in which vessels disable tracking systems to avoid detection.

Among the sanctioned entities is ALL WIN Shipping Management Limited, which managed the crude oil tanker VICSCENE, accused of transporting Iranian crude oil in 2025. MANARAT ALKHALEEJ Marine Services FZE, based in the United Arab Emirates, was also designated for managing tankers that collectively completed at least 30 shipments originating from Iran. Additional sanctioned firms span jurisdictions including China, Türkiye, India, the United Arab Emirates, Kazakhstan, and the Seychelles, highlighting the global scope of Iran’s illicit export network.

Targeting Iran’s petrochemical trade

Beyond crude oil, the US also imposed sanctions on four trading companies involved in the purchase, sale, and transshipment of Iranian-origin petrochemical products. US officials said petrochemical exports provide critical revenue for Tehran and are increasingly used to circumvent pressure on oil sales.

Companies based in Türkiye and the UAE were accused of importing or exporting millions of dollars’ worth of Iranian petrochemical products between 2024 and 2025. Several executives associated with these firms were also personally designated, underscoring Washington’s intent to hold individuals accountable alongside corporate entities.

The Department of State said all designations were made under Executive Order 13846, which authorizes the reimposition of sanctions related to Iran’s energy, shipping, and financial sectors. As a result, all property and interests in property of the designated parties within US jurisdiction are blocked, and US persons are broadly prohibited from engaging in transactions with them unless specifically authorized by the Office of Foreign Assets Control.

US officials emphasized that the purpose of sanctions is not punishment alone, but behavioral change. However, they stressed that enforcement will continue against any network facilitating Iran’s oil and petrochemical exports, signaling sustained pressure as diplomatic tensions between Washington and Tehran remain elevated.
