US House Passes Landmark Crypto Bills: ‘CLARITY Act’ and ‘GENIUS Act’

On July 17, 2025, the U.S. House of Representatives delivered a major boost to cryptocurrency regulation, passing the Digital Asset Market CLARITY Act by a decisive 294–134 vote.
The CLARITY Act establishes a clear framework defining whether a digital asset is a commodity or security, sets jurisdictional boundaries between the SEC and CFTC, enforces registration standards, and introduces protections for self-custody and token delisting.
Meanwhile, the GENIUS Act—which creates a federal regime for dollar‑pegged stablecoins—originally passed the Senate on June 17 (68–30).
After overcoming procedural delays on the House floor and a nine‑hour GOP standoff, the bill cleared its rule vote and is now expected to pass the House imminently. This framework mandates issuers maintain one-to-one backing with liquid assets, undergo audits, and disclose monthly reserves.
