USA vs. China: Quiet Moves Suggest Tariff De-escalation in Sight

Signs of a possible thaw in U.S.–China trade tensions have emerged, as Beijing acknowledges outreach from Washington regarding potential tariff negotiations.

China’s commerce ministry responded with a blend of caution and conditional openness, signaling that meaningful talks would require the U.S. to take the first step toward reversing its trade stance.

“The door is open to dialogue, but if there’s a fight, we won’t back down,” said a ministry spokesperson. Officials reiterated that the trade dispute began with U.S. action and insisted that any negotiations must include a rollback of what they call unjustified tariffs.

Behind the scenes, China is taking calculated steps to reduce friction. It’s been quietly expanding a list of U.S. goods eligible for tariff exemptions—covering products like ethane, semiconductors, and pharmaceuticals—without issuing overt policy shifts that could be seen as concessions.

Meanwhile, President Trump has stood by his administration’s 145% tariffs on Chinese imports, insisting China can “handle the hit.” Yet internally, the administration is weighing gradual tariff cuts and pushing to restart formal talks.

In a move welcomed by the auto industry, Trump signed an order easing the tariff burden on car manufacturers. The directive ensures automakers aren’t double-taxed—once on vehicles and again on raw materials like steel. Tariffs on foreign parts were also relaxed, following heavy lobbying from industry groups warning of rising consumer prices and falling sales.

Elsewhere, the U.S. is working to highlight trade progress globally. Commerce Secretary Howard Lutnick hinted at an imminent agreement with an unnamed country, while other officials suggested that a deal with India may also be nearing completion.
