US Pushes Russia-Ukraine Ceasefire Deal, Offers Sanctions Relief

The United States has introduced a draft peace proposal aimed at halting the war in Ukraine, offering sanctions relief to Russia in return for a lasting ceasefire, according to European officials briefed on the plan.

The framework, shared with allies during closed-door talks in Paris on Thursday, outlines terms that could effectively freeze the conflict.

Despite the initiative, Secretary of State Marco Rubio warned Friday that the Trump administration is ready to abandon the peace push if no progress is made soon. “We’re prepared to move on,” he said, underscoring growing impatience in Washington.

Still, Vice President JD Vance, speaking separately in Rome, expressed a more upbeat view. “I’m optimistic,” he said, noting that the White House still sees a viable path forward to end the fighting.

US Plan Would Freeze Conflict, Exclude NATO Membership

Sources familiar with the talks say the US proposal would lock in current territorial lines, leaving Russian-occupied regions under Moscow’s control. Ukraine’s NATO ambitions would be shelved under the deal. However, European officials stressed that the plan is not a final settlement, and Kyiv has not yet agreed to its terms.

Importantly, European allies would not recognize the occupied territories as part of Russia, one official said. The deal hinges on Moscow halting military operations, and would require security guarantees to Ukraine to prevent future escalations.

Macron, Rubio, and Allies Coordinate Strategy

Thursday’s Paris meetings brought together key leaders, including French President Emmanuel Macron, US envoy Steve Witkoff, and security officials from Germany, the UK, Ukraine, and the US. National security advisers and negotiators discussed how to move forward with the plan and prepare for the next round of talks.

According to Bloomberg, US officials want to secure a full ceasefire within weeks. Allied leaders are expected to reconvene in London next week for further talks.

While the proposal remains fluid, officials emphasized that without Russian cooperation, negotiations are meaningless. For now, all eyes are on the Kremlin’s next move—and Kyiv’s response to a deal that could reshape the future of the conflict.
